FIRST PART
Purpose, Scope, Basis and Definitions
Goal
ARTICLE 1 - (1) The purpose of this Regulation; To regulate the principles and procedures regarding the aims, fields of activity, administrative bodies and the duties of the Hitit University Scientific and Technical Application and Research Center, which was established under the Hitit University Rectorate.
Scope
ARTICLE 2 - (1) This Regulation; It covers the provisions regarding the aims, fields of activity, management bodies, duties of the administrative bodies and the way of working of the Hitit University Scientific Technical Application and Research Center.
Rest
ARTICLE 3 - (1) This Regulation has been prepared on the basis of sub-clause (2) of sub-clause (d) of the first clause of the 7th clause of the Higher Education Law dated 4/11/1981 and numbered 2547 and the article 14.
Definitions
ARTICLE 4 - (1) In this Regulation;
a) Center (HÜBTUAM): Hitit University Scientific Technical Application and Research Center,
b) Director: Director of Hitit University Scientific Technical Application and Research Center,
c) Rector: Hitit University Rector,
ç) University: Hittite University,
d) Board of Directors: Hitit University Scientific Technical Application and Research Center Management Board,

SECOND PART
Purpose and Fields of Activity of the Center
Purpose and fields of activity of the center
ARTICLE 5 - (1) The purpose and fields of activity of the center are as follows:
a) To organize research and development activities in the fields of basic sciences and engineering within the university within the framework of a central organization,
b) To prepare the necessary infrastructure for research, development and application, to provide the equipment and devices, to offer them to the service of the institutions and organizations in the region,
c) To increase the scientific activities of the university in terms of quality and quantity,
ç) To provide consultancy services, research and applications on the subjects required by the industry and other institutions and organizations,
d) To ensure that joint scientific and technological projects are carried out with industrial organizations and universities,
e) To carry out analysis, tests and measurements requested by public and private sector institutions, to prepare reports when necessary and to make comments,
f) Organizing and / or supporting national and international scientific meetings such as conferences, courses, seminars, symposiums, congresses on subjects falling within the scope of the center's field of study,
g) Cooperating with relevant public and private research organizations and centers at home and abroad, exchanging information, trying to obtain financial resources for advanced technology projects,
ğ) Conducting Research and Development (R & D) studies in the field of science and technology and presenting them to the relevant institutions and organizations,
h) To obtain patents of scientific and technological innovations / inventions during researches and to protect copyrights within the framework of current legal regulations.
ı) To carry out examinations and certification in accordance with national and international standards.
i) To organize education, training and certificate programs in the subjects that fall within the field of study of the center.
THIRD PART
Management Bodies of the Center and Their Duties
Governing bodies of the center
ARTICLE 6 - (1) The administrative bodies of the center are as follows:
a) Director,
b) Deputy directors,
c) Board of Directors.

ARTICLE 7 - (1) The Director is assigned for three years by the Rector from among the University faculty members related to the field of study of the Center. The Director, whose term of office has expired, may be reinstated. The Director is responsible to the Rector for all activities of the Center. The director leaves one of his deputies as a deputy when he is not on duty.
(2) A new Director is appointed to the Center in case the period of assignment of the director outside the University exceeds six months.
Duties of the director
ARTICLE 8 - (1) The duties of the director are as follows:
a) To represent the Center, to ensure that the activities are carried out in line with the aims of the Center, to ensure the supervision and control of all activities of the Center and that necessary measures are taken in these matters,
b) To implement the decisions taken by the Board of Directors,
c) To make the assignments required by the work of the center,
ç) To prepare the annual activity report of the Center and present it to the Rector with the joint decision of the Board of Directors.
d) To chair the Board of Directors.
Assistant directors
ARTICLE 9 - (1) Up to two faculty members from the relevant units of the University are appointed as vice directors by the Rector, upon the recommendation of the Director, to assist the Director in his studies. In case the term of office of the director expires or leaves his job for any reason, the duty of the assistant directors also terminates.
Board of Directors
ARTICLE 10 - (1) The Director chairs the Board of Directors. Other members of the Board of Directors are appointed by the Rector for three years, paying attention to the representation of the academic units benefiting from the Center from among the University faculty members. Members whose term of office has expired can be reinstated. A new member is appointed with the same procedure to complete the remaining term, instead of a member who resigned from his / her duty for any reason or who has been assigned outside the University for more than six months.
(2) The Board of Directors convenes at least once a month regularly or, when necessary, with absolute majority, upon the invitation of the Director, and decisions are taken by majority vote. In case of equality of votes, the majority in the direction of the Director's vote is deemed to have been achieved.
Duties of the board of directors
ARTICLE 11 - (1) The duties of the Board of Directors are as follows:
a) To ensure the preparation and implementation of plans and programs related to the work of the center,
b) Discussing the annual activity report and work program of the center and finalizing it,
c) Evaluating and deciding on the requests of the center staff regarding education, application, research, consultancy and publication,
ç) To establish temporary working groups related to the activities of the center and to regulate their duties,
d) To determine the basic principles, principles and procedures of the works to be carried out jointly with public and private organizations at home and abroad,
e) To evaluate and decide on the issues that the director will bring about the management of the Center.
CHAPTER FOUR
Miscellaneous and Final Provisions
Spending authority
ARTICLE 12 - (1) The manager of the center is the spending authority. The director can transfer this authority to his deputies.
Personnel need
ARTICLE 13 - (1) The center's academic, technical and administrative staff needs are met by the staff to be assigned by the Rector in accordance with Article 13 of the Law No. 2547.
Cases with no provisions
ARTICLE 14 - (1) In cases where there are no provisions in this Regulation, other relevant legislation provisions are applied.
Force
ARTICLE 15 - (1) This Regulation enters into force on the date of its publication.
Executive
ARTICLE 16 - (1) The provisions of this Regulation are executed by the Rector of Hitit University.
